Abstract: 

Many of the threats made against human communities are sources of environmental issues. These threats, however, merely apparent non-security and natural threats will appear, but in practice, community safety and security in the affected countries and sometimes much more significant impact and consequences of the war will bring.Recognizing the challenges posed by environmental effects on natural and human geography of nations, and consequently extend and the effectiveness of the security and political geography, the main issue is the focus of this article. The present text's main objective is "account of environmental issues with national security policy", and it try to find best responds for its main questions that are "What environmental issues have a role in national security?" and "Why should be considering environmental issues in national security policy?" It use the library for research for collection of data and analysis methods for analyzing data collected and to arrive a deeper vision and acquiring new perspectives, his hypothesis to the test plant and concluded that: Environmental consequences of changes in any physical border will not stop.Moreover, continued spread in all aspects of life and human societies, like-chain and affects all parts of the world like a domino. Therefore, attention to the national security of the environment is futuristic, and limit it in the land area and a few years time horizon, will prevent from seeing the added value arising from the discussion of environmental issues in the future. Iran must be first place in the region in all areas, according to "The Future Outlook of the Islamic Republic of Iran in the Horizon of the 1404". This was not realized unless with real and rational forward looking, scientific planning, choosing the best solutions and avoid the slogan.

Abstract: 

In responding to criminal phenomena, the criminal policy takes principles and methods by which its general prospects would be revealed. Nowadays, we face with increasing rate of crimes which violate security and welfare of the citizens leading to change criminal policy’s strategy from offender-based towards crime based in order to provide the security in a way that fundamental principles of criminalization, criminal liability, and sentencing are changed and bears a differential interpretations. Supposing the offenders as an enemy, it creates a hostile-oriented criminal law and due to the globalization of crimes and gross violation of national and international security, it seeks uttermost security. Stressing on extreme slogans of providing security for citizens, it seems that criminal policy has encountered a kind of crisis in the context of humanitarian law and failed to achieve its goals. Whether the security-oriented criminal policy can reach the goals in spite of the existence of serious challenges or not is a matter of concern in this article.

This paper tries to assume the impact of new parts in planning and designing the urban environment on improving the safety and comfort of citizens, ways to objectify these approaches to reduce the harmful effects on the physical environment of the city and the physical and social health of citizens to be examined.

Abstract: 

Purpose: Food security is a critical global challenge that is influenced by research and innovation in the field. Therefore, the objective of this study is to analyze the scientific output of developing countries in food security and examine its relationship with patents and Gross Domestic Product (GDP).Methodology: This applied research utilized the Scientometric approach. A total of 8,416 papers published between 1992-2023 in the field of food security by developing countries were included in the study using citation databases from Clarivate Analytics. Additionally, patent registrations from the WIPO database and GDP data from the World Bank were analyzed. Information was collected through note-taking, and the data was analyzed using Pearson's correlation coefficient.Findings: The findings reveal an upward trend in the publication and citation of scientific outputs related to food security in developing countries. China has higher numbers of papers, patents, GDP, and food production index compared to Iran, Japan, and South Korea. There is also a positive correlation observed between population and the number of papers, gross production and the number of papers, food production and the number of published papers, as well as the number of patents and papers citing scientific outputs of countries.Conclusion: These results highlight the significant relationship between increasing scientific output, GDP, the number of patents, and food security. Greater emphasis on food security contributes to enhanced scientific output, GDP, and innovation. Similarly, increasing scientific output, GDP, and innovation positively impact food security in countries.Value: This study emphasizes the importance of scientific outputs in driving technological advancements, innovations, and ultimately, ensuring food security in developing countries.

Abstract: 

The main topic of the article is to examine the relationship between national security governance and foreign policy and how they affect each other's formation. To examine this relationship and their influence on each-other, four fundamental questions of national security governance and four missions of foreign policy have been described. The findings of the research show that the political system plays an essential role in the formation of both variables, and within them, national security governance system and foreign policy strengthen and develop each other. They are organized in the form of a spectrum from authoritarian systems to cooperative systems. Each of the political systems to the degree of closeness to the authoritarian or cooperative system form a specific type of national security governance system and foreign policy, which are completely different from each other. Cooperative systems have a broad definition of survival and seek the liberation of human beings, and despite the variety of security threats, they have limited and bottom-up security issues that are formed by persuading citizens. To solve these issues, the government is looking for a transition from “government” to “governance”. Such a system pursues a cooperative foreign policy in the international community and while providing maximum support for the security of citizens, it also pays considerable attention to the security of other human beings.

Abstract: 

Criminal policy in totalitarian model under the fluence of totalitar ideological system, proclivity to security-oriented so that in this model, the main function of criminal justice system and it's institutons is ful-scale protection of ideological and political rulling system against possible thrats. Cime and criminals as internal and foreign enemies. So criminal security in criminal policy, assuming the enemy knowing offender, has been commited to form a circuit enemy criminal laws. with such an approach, non of aspects of citizen's lives has not immuned from government intervention and their" freedom" has been almost destroyed by governer to excuse protecting security. This research has been attemped to analysis the meaning and concept o criminal security and scrutinize it's function in totalitarian model of criminal policy. Outcome of this writing shows that extra tenency to criminal security in this model, serving the government in order to maintain absolute power and destroys people's freedom to the achieve this goal.

Abstract: 

A number of Western theorists in the field of security policy have regarded the national security policy of the Islamic Republic of Iran as "breaking the rules of the game" and threatening other countries. Iranian officials, in response, have argued that, contrary to such prevalent images and perceptions, the Islamic Republic not only does not pose any threats to the region and the world but instead it has played a "pacifying" role in its surrounding tense environment. This article aims at examining the salient aspects of Iran’s national security policy. More specifically, it seeks to answer the following questions: What are the goals and behavior of Iran’s foreign and defense security policies? Has Iran's defense policy been defensive or aggressive/expansionist? Which security threats are perceived in Iran's defense policy at the regional and international levels? And what are the most appropriate and effective foreign policy tools for responding to these security threats? Having reviewed Iran’s security threats and opportunities, and the policies pursued to enhance its status in the region and in the world system, the article has come to the conclusion that recent changes in the regional security environment as well as the new U.S. security strategies have had negative impact on Iran's national security.

Abstract: 

During the years of the last century، a new approach – the then academic discipline of public policy – prevailed the domain of problem-solving in various fields as a response to increasing public issues still needed to be addressed. Among these fields، security issues emerged as a contextual framework in which states were serious about at a high level of attention and which resulted in a security agenda for the policy cycle. As the policy cycle begins with the agenda setting phase and the departure point in this phase is defining the problem، we decided to clarify this point of departure in the present article using the security issues as a primary concern of the state authorities.

Abstract: 

Food Security has defined as a situation which all people; at all times، have physical، economical and social access to safe، notorious and enough food to procure their notorious demands and food preferences to have a healthy and active life. Achieving the food security became a United Nations’ global concern in the new Sustainable Development Goals since 2030 framework. In this article، we explain the concept and legal foundations of the normative food security as a socio-legal norm in the international acts and Iranian regulations and introduce its sights، examples and legal answers (especially criminalization and repressive penal answers) in the Iranian legislative criminal policy in the context of national public policy under the international acts umbrella’ s that meet the food security in the world with planning، targeting and coordinating. The outcome of this research shows that the Iranian legislative criminal policy for food security protection is incoherent and with a tendency to criminal policies public model، just covers a part of food security’ s modern sense and also does not include the new forms of globalized crimes and terrorism against food security.

Abstract: 

From the perspective of the security-oriented cultural discourse, culture has strategic importance for governance, because it is linked to security and development of society. From this point of view, cultural engineering is essential for creating a unified nation. A nation that is capable of reviving the Islamic civilization. Basically, this discourse sees the population as a raw material for nation-building and it will be a cause for concern if they are not. According to this discourse, the cultural policy is the most effective apparatus for turning people into subjugated individuals. In this research, genealogical methods have been used to understand the conditions that led to the formation of the discourse. The findings suggest that the failure of government in creating subjugated subjects leads to the dominance of a conservative approach to the cultural policy. Structurally, the ability of the government to create desirable subjects depends on the government's capacity to provide welfare to citizens. But in the post-war era, the economic reforms based on structural adjustment and the government's obligation to withdrawal of social policy led to widespread social exclusion. As a result, the subjectizing capacity of the state weakened drastically. Under these circumstances, social reality is seen as a threat to the eyes of the policy-making elite, resulting in intensifying the government's tendency to securitize and policing cultural policy to stand up to the threat.
